When Robert took office in 1995, several small, aged and ineffective wastewater facilities existed in Placer. None had the ability to comply with contemporary federal and state Clean Water requirements while providing affordable rates residents. Robert took a strong leadership position and worked with many stakeholders to help create a regional plan that has now or will soon close 3 facilities. The plan involves 5 local governments (Placer County, City of Lincoln, City of Auburn, South Placer Municipal District and City of Roseville), involves over $100 million in improvements and included over 10 million in federal grants.
